I refer to Craven Town Planning's information request response received by the, Environment Protection Agency (EPA) on 22 December 1998 and subsequent conversation with yourself to determine an appropriate response date of 1 February 1998 for the EPA to, respond to Brisbane City Council (BCC).

Officers of the EPA have reviewed the information request response and provide the attached advice and comment on the Environmental Management Plan (EM Plan).

It is requested that a copy of the final Council approval conditions for the proposal be forwarded to the EPA for our records.

ADDITIONAL COMMENT

Comment on the Environmental Management Plan (EM Plan)

The proponent should note their environmental duty under Section 36 of the Environmental Protection Act 1994, particularly during activities undertaken in the construction phase.

3.2 Water Quality Impacts

The quality of stormwater discharged from the site should be of a standard that protects or enhances the environmental values of receiving waters before it is discharged into the grassed channels. This would minimise sediment buildup in these channels and reduce further maintenance.

3.3.2 Construction Phase Mitigation Measures

It is noted that channels downstream of the site would be regularly monitored to ensure that sedimentation and erosion levels are within acceptable limits. It is recommended that an appropriate water quality monitoring program be, developed in consultation with Council.

6.8.3 Water Quality and Aquatic Habitat Management Protection

Performance criteria should refer to Sections 31 and 32 in the Environmental Protection (Water) Policy 1997.

Implementation Strategy

It is recommended that the "ECP" (Sediment and Erosion Control Plan) be a condition of approval prior to any development activity occurring on site.

6.9 Construction Phase

Implementation Strategy

The area in the North West of the site containing the Melaleuca Glauca community should be retained as part of the proposal as defined within the limitations of the SBQEB transmission casement. This area is outlined in the original Ashburner Francis, Report submitted with the application as Figure 5.1 " Site Vegetation" in the North Western corner of the site. Every effort should be made to retain this remnant community. The area to be retained should be clearly marked on any contractor work plans.

Replanting should occur with native endemic species to the site (see Landscaping and Rehabilitation).

Corrective Action

It states "If an area is inadvertently cleared". This scenario will not occur provided the management measures in the above Implementation Strategy are adopted.

6.9.2 Archaeology and Aboriginal Heritage

Implementation Strategy

The Regional Manager on (07) 3225 8426, Cultural Heritage Branch, of the Environmental Protection Agency should be informed in the event that any artefacts are uncovered.

6.9.3 Erosion Mitigation and Sediment Control

Performance criteria

In addition to the Environmental Protection Act 1994, the Environmental Protection (Water) Policy 1997 should also be cited.

6.9.4 Construction methods

Implementation Strategy

Acid Sulphate Soil quality control requirements and management should refer to the Guideline for Sampling and Analysis of Lowland Acid Sulphate Soils (ASS) in Queensland 1998 - QASUT, October, 1998

6.9.5 Noise Control

Implementation Strategy

Working hours are defined as between 7 am till 6 pm Monday to Friday, 7am till 1 pm, Saturday and no work on Sunday. These limits should be inserted in the EM plan as performance criteria.

However, if work is to be carried out outside, of standard hours, defined above noise levels to be met at noise sensitive places for time periods 7am-6pm and 6pm - 10pm is background + 5dB(A). For the period 10prn-7am, background +3dB(A) is appropriate.

Noise at commercial places for each time period defined above is background + 10, 10 and 8 dB (A) respectively.

The proponent should address how noise emissions will be managed and attenuated at noise sensitive site during construction in light of the provided guidance document and acceptable noise levels outlined in Schedule 2 of the Environmental Protection (Noise) Policy 1997.

The use of efficient silencers or exhaust mufflers on forklifts, loaders, air-powered tools and other noisy equipment and the use of best available technology (new equipment with noise level labels) and maintenance of equipment is recommended.

Landscaping and Rehabilitation

Retention of habitat trees on the site as well as replanting and revegetation of banks/creek with local endemic providential species should be, a requirement. It is recommended that locally native species, seedstock and saplings be utilised in landscaping / rehabilitation (ie, material sourced from within the same catchment as the site). Rehabilitation should be representative of the original community in terms of structure, composition, diversity and function. Attention should be, given to all vegetation layers. Landscape/rehabilitation plans should include, appropriate scaled maps and lists of species to be utilised.

Complaint Resolution

The Environmental Management Plan (EM Plan) should include a record of complaints as a possible result of the proposed activities should be maintained. The record should contain at least the following minimum amount of information;

It is considered that provided the proponent implement and maintain the site in accordance with the outlined EM Plan there should be minimal dust, noise and stormwater impacts from the proposed development.
