Roads and Traffic Authority

The Roads and Traffic Authority (RTA) is the statutory authority responsible for managing and maintaining the State road network and the National highways in New South Wales, Australia.

Included in RTA’s network, in the Sydney region, are three significant road tunnels:

  • Sydney Harbour Tunnel.
  • Eastern Distributor.
  • M5 East.

Two further significant tunnels are currently under construction in the Sydney region:

  • Cross City Tunnel.
  • Lane Cove Tunnel.

Background

Consistent with its mission to deliver the best road transport outcomes, RTA intends to identify and investigate existing technology and capabilities in road tunnel air filtration and air cleaning systems which remove Particulate Matter (PM2.5 and PM10), and Nitrogen Dioxide (NO2) from in-tunnel air.

RTA has initiated a procurement process for the purposes of engaging an organisation to design, manufacture, install and commission a pilot filtration plant in an appropriate road tunnel in Sydney. At this stage, it is envisaged that the procurement process will involve three stages.

As the first stage of the procurement process, RTA seeks Registrations of Interest from organisations (Applicants) which have:

  • The organisational and financial capability.
  • The proposed technology and systems.
  • The commitment and capacity to provide a detailed, fully costed proposal and the certainty associated with delivery of the proposal.
  • A proven track record of delivering and operating this type of equipment,

to design, manufacture, supply, install and commission a pilot filtration plant of the type and character required by RTA and to establish procedures and train personnel to operate and maintain the pilot filtration plant. While it is RTA’s preference to procure a pilot filtration plant from a single supplier, it will consider Applicants that provide systems that only filter particulate matter or only remove nitrogen dioxide.

The pilot filtration plant

RTA envisages that the pilot filtration plant will meet the following performance requirements:

  • Capacity of the filtration trial: A minimum of 50m3/sec
  • Air filtering and cleaning characteristics : As an indication, RTA expects the pilot filtration plants to achieve at least an 80% reduction in PM10 and greater than a 90% reduction in NO2 of air filtered in a real tunnel environment.
  • Data measurements: Real time measurement of specific air quality (CO, NOx, NO2, PM2.5 and PM10) before and after treatment.
  • Data recording: Specified rolling averages and maximum and minimum values of CO, NOx, NO2, PM2.5 and PM10 before and after treatment.
  • System efficiency: RTA is looking for systems which minimise consumption of power and water and discharge rates for effluent, including waste water.
  • System operation: The system must be capable of 23 hours per day continuous operation.

It is anticipated that RTA will provide the necessary civil engineering, building and services infrastructure to accommodate the construction and operation of the pilot filtration plant. It is also anticipated that RTA will arrange the necessary planning approvals and will make the necessary arrangements with the operator of the selected road tunnel for the coordination of the design, construction, commissioning and operation of the pilot filtration plant. Selection of the appropriate road tunnel will be undertaken in conjunction with the procurement process.

The procurement process

The planned procurement process includes the following stages:

Stage 1.
The Registration of Interest (ROI) stage involves identifying organisations which have the proven capability to provide a pilot filtration plant which meets RTA’s requirements. This ROI stage is expected to result in the selection of Proponents to submit Preliminary Proposals.

Stage 2.
The Preliminary Proposal stage is expected to involve inviting the Proponents selected during Stage 1 to respond to a Request for Preliminary Proposals (RPP) document.

The RTA’s RPP document is expected to include draft commercial terms and performance standards. The RPP is likely to require Proponents to provide:

  • Concept design.
  • Proposed commercial conditions.
  • Performance specifications.
  • Building requirements.
  • Services requirements.
  • Cost/price estimate.
  • Performance guarantees.
  • Program.
  • Preliminary operating and maintenance manuals
  • Preliminary commissioning and training plans
  • Waste disposal requirements.
  • Schedule of spare parts and consumables,

in addition to other information required by RTA to select a short-list of Proponents to submit Detailed Proposals. During the evaluation of Preliminary Proposals, RTA may seek clarifications and/or further details from one or more Proponents.

Stage 3.
The Detailed Proposal stage is expected to involve inviting the Proponents, short-listed in Stage 2, to provide a detailed technical and commercial proposal in response to the RTA’s Request for Detailed Proposals (RDP) document. The evaluation of Detailed Proposals may include seeking clarifications in respect of inadequacies, omissions or errors. Subject to the clarifications, RTA intends to select the Detailed Proposal which represents best value.  RTA would expect to enter a contract with the Proponent of the selected Detailed Proposal.

RTA reserves the right, however, to change the procurement process at any time.

ROI information requirements

Applicants responding to this ROI invitation are requested to provide the following information. The ROI applications should be in the sequence and format listed below. As far as is practicable, the specific ROI application, in response to the requirements below, should be limited to thirty (30) A4 pages, excluding attachments and appendices, which may include relevant printed documentation.

1. Organisational and financial capability

The Applicant should submit details of:

(a) The name and contact details of two persons who will be responsible for responding to enquiries regarding the application.

(b) Its Company name, the nature of the entity (ie Public Listed Company, private company), country of registration and registration identification number.

(c) Its Company Registered Office address, head office address, date of incorporation, principal shareholders and names of all directors.

(d) Its proposed performance guarantors.

(e) Its experience in project management of the design, manufacture, installation and commissioning of filtration and/or cleaning systems similar to RTA’s requirements.

(f) its financial capacity including:

  1. Copies of the Applicants financial statements for the last two years.
  2. Annual turnover on major projects over the previous five years, geographic markets and primary source of income.

2. Technology and systems

The Applicant should submit details of:
(a) The technology and systems proposed for the pilot filtration plant.

(b) The ownership and licensing of intellectual rights and operating rights for the Applicants proposed technology and systems.

(c) The proposed design development process to ensure that the Applicant’s technology and systems meet RTA’s requirements.

(d) The proposed design verification process which will demonstrate that the Applicant’s design will deliver RTA’s requirements.

(e) The likely capital costs and of the likely operating costs (including power and water consumption) for a pilot filtration plant incorporating the Applicant’s proposed technology and systems.

(f) The expected filtering and cleaning performance of the proposed pilot filtration plant detailing, for each of the Applicant’s nominated concentrations of air pollutants, the reduction (percentage and actual) in particulates (PM10 and PM2.5) and NO2 and other measured pollutants.

(g) The anticipated dimensions of the building or cavern and the features within the building or cavern necessary to construct and operate the pilot filtration plant.

(h) The likely program for design, manufacture, installation and commissioning for a pilot filtration plant incorporating the Applicant’s proposed technology and systems.

(i) The requirement for specialised equipment, replacement items, consumables and systems for the cleaning and regeneration of components and the management of waste removal. Details of system discharge rates including waste water should be provided.

3. Commitment and capacity

The Applicant should submit details of:

(a) Its design and cost estimating resources (personnel and systems) available to it, including expertise and availability, to develop the Applicant’s proposed technology and systems to meet RTA’s requirements.

(b) Its manufacturing resources (personnel and systems) including expertise and availability, to manufacture and deliver the components of the pilot filtration plant to meet RTA’s requirements.

(c) Its likely major component suppliers and the capacity of those suppliers.

(d) Its considerations in respect of installation, commissioning and ongoing support of the pilot filtration plant in a road tunnel in the Sydney region, including the proposed strategy to resolve key issues including:

  1. Receipt and handling of components.
  2. Local manufacture.
  3. Supervision and installation.
  4. Testing and commissioning.
  5. Training and start up.
  6. Technical support during the running of the pilot study.

(e) A schedule of information that it would require from RTA to enable the Applicant, if selected, to submit a Preliminary Proposal incorporating the Applicant’s proposed technology and systems.

4. Track record

The Applicant should submit details of:

(a) Projects, similar to RTA’s proposed pilot filtration plant, undertaken by the Applicant utilising the technology and systems proposed.

(b) Projects (including major component supply) undertaken by the Applicant in Australia, New Zealand and/or South East Asia.

(c) Experience and performance in a real tunnel environment of filtration of Particulate Matter and cleaning of NO2 and other measured pollutants. Client and independent verification of the filtering and cleaning performance data should be provided where available.

(d) The name and contact details for the client’s representative for the above referred projects, for the purpose of obtaining references.

Submissions arrangements for ROI applications

RTA’s right in relation to procurement process

RTA may invite an Applicant to submit a Preliminary Proposal despite any deficiency in that Applicant’s ROI application, and irrespective of whether or not deficiencies exist in the ROI applications of other Applicants.

Additional information

Notwithstanding any other requirements of this invitation, RTA may require Applicants to submit additional information.

During the assessment of applications, RTA may seek clarification of the applications. Applicants must promptly respond, in writing, to all requests for clarification.
RTA to have no liability

(a) RTA has no contractual or other legal obligation to the Applicants arising out of this invitation with respect to the consideration, or the evaluation of any application or the failure to consider or evaluate any application from an Applicant.

(b) Without limiting any other right of RTA, RTA may, in its absolute discretion and for any reason it thinks fit, do any one or more of the following:

  1. Modify or withdraw this invitation.
  2. Suspend or terminate the process.
  3. Decline to consider or evaluate any application or all applications.
  4. At any time, alter any process or procedure regarding the consideration or the evaluation of any application or applications.

(c) Without limiting the previous paragraph, in no circumstances will RTA be liable to an Applicant for any costs, losses, expenses or damages incurred or suffered by the Applicant:

  1. In preparing any application.
  2. Arising out of or as a result of:
    • A. The modification or withdrawal of this invitation;
    • B. Any suspension or termination of the process;
    • C. The manner in which the RTA considers or evaluates an application;
    • D. The rejection of any application; or
    • E. The failure to consider any application.
